Amid the Year-End, Marcos Jr. Approves Incentives for Gov’t Workers

MARCOS JR. – The President granted a P20,000 service recognition incentive for government employees and P7,000 gratuity pay for job order and contractual workers.

Every December, while the employees of the companies in the private sector await for their 13th-month pay, the regular workers of the government await their service recognition incentive or more popularly called SRI. These extra pay are usually spent for the holiday season.

Senate President Tito Sotto previously sought for the giving of the 14th-month pay to private sector employees, too, but it has yet to be pushed in the legislative chambers. The SRI is under the approval of the sitting president of the country. Pres. Ferdinand “Bongbong” Marcos Jr. recently approved the Administrative Order that grants the SRI to regular employees of the government.

Based on a report on GMA News, the Administrative Order No. 40 dated December 11 stated the one-time grant of the service recognition incentive or SRI of up to P20,000 to the following:

  • personnel in the Executive branch
  • civilian employees of national government agencies
  • civilian employees of state universities and colleges
  • civilian employees of government-owned or -controlled corporations whether holding regular, contractual, or casual positions
  • military personnel of the Armed Forces of the Philippines (AFP) under the Department of National Defense
  • uniformed personnel of the Philippine National Police
  • uniformed personnel of the Philippine Public Safety College
  • uniformed personnel of the Bureau of Fire Protection
  • uniformed personnel of the Bureau of Jail Management and Penology
  • uniformed personnel of the Bureau of Corrections under the Department of Justice (DOJ)
  • uniformed personnel of the Philippine Coast Guard under the Department of Transportation
  • uniformed personnel of the National Mapping and Resource Information Authority under the Department of Environment and Natural Resources

With regards to the contractual and job order workers in the national government agencies, state universities and colleges, government-owned or -controlled corporations and local water districts, Marcos Jr. approved their gratuity pay. Based on another report from GMA News, these workers do not enjoy the benefits that regular workers of the government enjoy like the 13th-month and 14th-month pay as stressed in the Administrative Order (AO) No. 39.

Marcos Jr. signed the Administrative Order (AO) No. 39 on December 11, 2025. Based on the A.O., the gratuity pay of P7,000 is for job order or JO employees and contract of service or COS workers who have worked for at least four (4) months as of December 15 and whose contracts remain in effect on the said date.

Meanwhile, based on the AO, those COS and JO employees who have rendered less than four (4) months of satisfactory service may still get their gratuity pay on a pro-rata basis. Here’s a guide:

COS and JO workers who have worked for…

  • three months but less than four months of service will get a gratuity pay not exceeding P6,000
  • two months but less than three months service will receive a gratuity pay not exceeding P5,000
  • less than two months service will get a pay not exceeding P4,000

“Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” the AO stated.

Amid the holiday season, it is best to spend your 13th-month pay, 14th-month pay, SRI, gratuity pay, and Christmas bonus wisely.
