Remarks of Cebu Governor Pam Baricuatro on Massive Flooding in the Province
Governor Pam Baricuatro expressed her disappointment by the massive flooding in Cebu citing the multi-billion flood control funds for the province.
Typhoon Tino’s death toll in Cebu and Negros province has reached past 100 amid the ongoing search and rescue operations. The typhoon triggered massive flooding in both provinces most especially in Cebu which has yet to fully recover from the impacts of the September 30 earthquake.

In Cebu, the water in the dams overflowed amid the heavy rainfall brought by Typhoon Tino causing the floodwater level to rise fast. Many families climbed their rooftops after the floodwater level reach the roof of the single-storey residential properties. The strong winds also destroyed many houses in the province leaving many families homeless.

Cebu Governor Pam Baricuatro is disappointed by the situation in the province following the wrath of Typhoon Tino. Based on a post of News5 on social media, the Governor stressed that the province was allegedly given multi-billion funds for the flood control projects.
“P26 billion of flood control funds for Cebu yet we are flooded to the max,” Baricuatro said based on a post.

Speaking to ANC, Cebu Governor Pam Baricuatro stressed that the extent of the flash flood in the province allegedly triggers question on what happened to the funds intended for the flood control projects. She stressed that the recent flooding made an unfortunate record.
“You began to ask the question kung bakit grabe yung flash floods dito when we have P26.6 billion for flood control projects. It was by far the worst flash flood caused by a typhoon in the history of Cebu,” the Cebu Governor said.
According to Governor Pam Baricuatro, some 119,000 people were evacuated amid the wrath of Typhoon Tino. She stressed that “in less than 10 minutes, the water rose dramatically”.
Aside from Cebu, Typhoon Tino also brought damages and caused flooding in Negros.
