Pres. Bongbong Marcos Calls on Other Flood Control Accused w/ Arrest Warrants To Voluntarily Surrender

BONGBONG MARCOS – The President issued a warning over the accused in the flood control issue who have arrest warrants.

Several government officials including senators, congressmen, and Department of Public Works and Highways (DPWH) employees were tagged in the supposed multi-billion flood control corruption in the government. It led thousands of Filipinos on the streets last September 21 to protest against corruption.

Pres. Bongbong Marcos ordered the creation of an independent commission to investigate the flood control issue which led to the formation of the Independent Commission for Infrastructure or ICI. The probe is ongoing but arrest warrants have been recently-released against several individuals linked to the issue.

Pres. Bongbong Marcos announced the issuance of the arrest warrants against some individuals linked to the flood control issue and assured that he will finish the investigation. He stressed that he is the one who initiated the probe of the issue and thanked the Filipinos for their patience.

Former Ako Bicol Partylist Representative Zaldy Co who recently tagged Marcos Jr. and former House Speaker Martin Romualdez to the supposed corruption is one of the subjects in the arrest warrants. The Ombudsman have filed cases against the following individuals and the arrest warrants were issued against them:

  • Elizalde “Zaldy” Co, former House of Representatives member
  • Gerald Pacanan, DPWH Regional Director
  • Gene Ryan Altea, DPWH Assistant Regional Director
  • Ruben D.S. Santos, DPWH Assistant Regional Director
  • Dominic Serrano, DPWH Chief, Construction Division; Bids and Awards Committee (BAC) Chairperson
  • Juliet Calvo, DPWH Chief, Maintenance Division 
  • Dennis Abagon, DPWH OIC-Chief, Quality Assurance and Hydrology Division; Regular Member, BAC
  • Montrexis Tamayo, DPWH OIC-Chief, Planning and Design Division
  • Lerma Cayco, DPWH Accountant IV
  • Felisardo Casuno, DPWH Project Engineer 3
  • Timojen Sacar, DPWH Material Engineer
  • Aderman Alcazar, President and Chairman of the Board of Directors, Sunwest Construction
  • Cesar Buenavntura,Treasurer and Member of the Board of Directors, Sunwest Construction
  • Consuelo Aldon, Member of the Board of Directors, Sunwest Construction

Recently, Pres. Bongbong Marcos gave another update on the investigation of the supposed multi-billion flood control corruption in the Philippines. According to the Chief Executive, some of the individuals who are subjects of the arrest warrants released by the Sandiganbayan are now under the custody of the authorities.

“Isa ang naaresto ng NBI, habang anim ang boluntaryong sumuko sa CIDG. Dalawa pa ang nagpahayag ng intensyong sumuko at kasalukuyang nakikipag-ugnayan sa PNP–CIDG para sa kanilang pagsuko,” he said.

Pres. Bongbong Marcos warned those subjects of arrest warrants who are hiding as well as those who intend to help them. Based on the video posted on the President’s social media account, he called the accused as “fugitive from justice”

“Paalala po: mananagot ang sinumang nagtatago o tumutulong magtago sa kanila. Sa mga nagtatangkang tumulong sa kanilang pagtatago, tandaan ninyo: mananagot din kayo sa batas dahil sa pagtatago ng isang fugitive from justice,” Marcos Jr. said.

Pres. Bongbong Marcos assured that there will be no special treatment among the accused and they will remain under the custody of the National Bureau of Investigation (NBI) while waiting for the decision of the court. Based on the post, he revealed that 7 out of 16 individuals are already under the custody of the NBI and 2 more have expressed willingness to surrender.

“Pitong akusado, kabilang si Zaldy Co, ang nananatiling at large. Sa lahat ng natitirang akusado, ang aking payo: sumuko na kayo. Huwag na ninyong hintaying habulin pa kayo. Mas magiging maayos ang inyong sitwasyon kung haharapin ninyo ang kaso. Tuloy-tuloy ang prosesong ito. Hindi kami titigil. Hindi kami hihinto,” the President said.

Amid the public’s call on the moves over the accusations against the former House Speaker, Ombudsman Boying Remulla claimed that flood control charges will be filed against former Speaker Martin Romualdez in 3 to 6 months.
