Vince Dizon, DPWH Chief, Speaks on Cases Filed over Anomalous Flood Control Projects
DPWH – Department of Public Works and Highways chief Vince Dizon claimed that at least P2.5 billion may be taken back by the government from 12 contractors of flood control projects over the alleged bid-rigging.
The flood control mess in the Philippines angered countless Filipinos. Last September 21, many Pinoys including celebrities in the showbiz industry even joined the street protest actions to call an end for corruption in the government. Several contractors, government officials, and officials of the Department of Public Works and Highways are allegedly involved into the supposed multi-billion flood control corruption.

The DPWH became the center of criticisms amid the flood control issue in the country. Its former Secretary, Manny Bonoan, resigned from the position and was replaced by former Department of Transportation Secretary Vince Dizon.

Amid the flood control issue, DPWH chief Vince Dizon said the Discaya construction firms may face P300-billion penalties for alleged bid-rigging. During a Senate hearing, Sarah Discaya admitted that there were instances when nine (9) of her construction firms participate in the bidding for the same government projects.
Then, Dizon explained that the penalties for bid-rigging is bigger than the amount of contract. He also previously stressed that they will really run after those who are involved in the anomalies and return the money of the people.

Recently, DPWH Sec. Vince Dizon spoke on their initial estimate on how much the government may be able to take back from the contractors due to alleged bid-rigging. Based on a report on GMA News, during a Senate Finance Committee’s deliberations on the proposed P625.78 billion budget of the department for 2026, Dizon said that 12 cases have already been filed before the Philippine Competition Commission (PCC).
“May estimate na tayo sa initial 12, I think…P2.5 billion po, doon pa lang sa 12 proyektong ‘yun,” he said.
According to the DPWH Chief, the first case is against Wawao Builders, IM Construction Corporation, SYMS Construction Trading, St. Timothy Construction Corporation, and officials and employees of the DPWH Bulacan 1st District Engineering Office. Based on the report, the second case is against Sunwest, Inc. and the officials and employees of the DPWH Regional Office IV-B.
Amid the flood control issue in the Philippines, the House of Representatives stopped its flood probe following the creation of the Independent Commission for Infrastructure. The Senate continued its flood investigation but it has yet to resume its hearing after Senator Ping Lacson resigned from being the chairman of the Blue Ribbon Committee.
