Amid SALN Disclosure, Only 2 Minority Bloc Senators Already Revealed their Net Worth
As of this writing, 7 out of 9 Minority Bloc senators have yet to disclose their Statements of Assets, Liabilities, and Net Worth or SALNs.
Recently, Ombudsman Boying Remulla restored the public access to the SALN of the government officials. In a memorandum released by his office, the principle stating that “public office is a public trust” was embedded and he requested the lawmakers to voluntarily disclose their SALNs to the public amid the height of corruption issue in the country.

The memorandum that the Office of the Ombudsman recently issued reversed the 2020 circular implemented during the term of former Ombudsman Samuel Martires who retired in July. It lifted the restrictions which include a consent from the SALN owner.

The Ombudsman is the repository of the SALNs of the president, the vice president, the local government officials, and the officials of the Constitutional commissions. Following his order, Ombudsman Boying Remulla asked the senators to voluntarily disclose their SALN — which several senators immediately did.
Sen. Risa Hontiveros revealed her P18.9 million net worth as declared in her 2024 SALN. Based on his SALN, Sen. Robin Padilla’s net worth was at P244 million with no liabilities as of December 2024. Here are the Senate lawmakers who have issued a copy of their SALNs for public access:

Amid the flood control issue in the Philippines, the Senate had a shakeup. Sen. Chiz Escudero was also ousted from the Senate presidency and replaced with Senate Pres. Tito Sotto who was the leader of the Senate Minority Bloc senators then.

The shakeup in the upper chamber brought several senators to be on the other side — from being part of the majority to joining the minority and vice versa. Currently, there are 9 Minority Bloc senators while the Majority Bloc is composed of 15 lawmakers.
Based on a report on ABS-CBN News, amid their fellow senators releasing their SALNs to the public following the call of the Ombudsman, 7 out of 9 Minority Bloc senators have yet to reveal their assets, liabilities, and net worth. They are the following:
- Senate Minority Leader Alan Peter Cayetano
- Sen. Ronald dela Rosa
- Sen. Francis Escudero
- Sen. Jinggoy Estrada
- Sen. Bong Go
- Sen. Rodante Marcoleta
- Sen. Imee Marcos

Only Minority Bloc Senators Robin Padilla and Joel Villanueva have released a copy of their SALN to the public. Based on the report, aside from the 7 lawmakers who are part of the Minority Bloc, siblings senators Mark Villar and Cynthia Villar have yet to issue copies of their SALNs as well.
Through issuing a copy of his joint SALN with his wife, Jocelyn, it was found that Sen. Raffy Tulfo is already a billionaire. He also got zero liabilities.
