Pasig Mayor Vico Sotto Speaks on Flood Control Projects Issue in PH Now
VICO SOTTO – The Pasig City Mayor emphasized that when the Senate calls for an attendance, it is required to appear for the probe.
President Bongbong Marcos was greatly disappointed and angered by the discovery of ‘ghost’ and substandard flood control projects in Bulacan. Previously, in a press conference, the President exposed that the government has spent P545-billion for the flood control projects in the country since his term started until May 2025.

Marcos Jr. also flagged the 15 contractors which got 20% of the government-funded flood control deals. According to him, five (5) of them even have projects in almost all regions across the country.

Pres. Bongbong Marcos revealed that the Alpha & Omega Gen. Contractor & Development Corp., the St. Timothy Construction Corporation, the EGB Construction Corporation, the Legacy Construction Corporation, and the Road Edge Trading & Development Services are the ones which got government contracts in almost all regions in the country. Here are the 15 contractors flagged by the Chief Executive:

The President assured that his administration will investigate most especially the five (5) flood control project contractors which were awarded with government deals in almost the entire country. Amid the investigation, Marcos Jr. also launched the Sumbong sa Pangulo website which Pasig Mayor Vico Sotto previously lauded for having helped them get information about the flood control projects in the city.

The Senate opened an investigation on the anomalous flood control projects funded by the government. It invited the contractors flagged by the President. However, following the absence of many contractors on the first Senate flood probe, subpoenas were issued against the following to mandate them to attend the September 1 hearing:
- Mr. Luisito R. Tiqui, President of L.R. Tiqui Builders, Inc.
- Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
- Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
- Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
- Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
- Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
- Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
- Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
- Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
- Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders
Recently, Pasig Mayor Vico Sotto was asked about his stand in case he will be invited to appear before the Senate for the flood control investigation. Based on a report on ABS-CBN News, the Pasig Mayor stressed that it is not a matter of whether or not the invitee wants to testify.

“Kahit sino naman po hindi naman yan kung gusto o hindi kapag sila nagpatawag required po yun,” Sotto said.
Based on the report, the Pasig Mayor claimed that there is no invitation for him to appear at the Senate as of the moment. Meanwhile, he stressed that the local government unit will help the senators in the probe of the flood control projects as they do parallel investigation in their city.
“Dapat managot ang dapat managot. Whether government official, contractor, suppliers, career officials. Hindi pwedeng pagkatapos ng ilang buwan tatahimik na lang ang issue at magkakalimutan tayo,” Pasig Mayor Vico Sotto said.
The Pasig Mayor hopes that this “scheme” on infrastructure projects funded by the government will stop. Based on the report, he refused to comment on the luxury cars of the Discayas being taken custody by the Bureau of Customs.
Previously, Pasig Mayor Vico Sotto questioned the honesty of Sarah Discaya during the Senate hearing. The contractor undeniably became most popular among the contractors as her previous interviews with Julius Babao and Korina Sanchez wherein she showcased their luxurious lifestyle resurfaced amid the issue.
