Senators Grill Controversial Contractor Sarah Discaya during Flood Control Probe

SARAH DISCAYA – The controversial contractor admitted that there were instances when nine ()9 of her companies bid for the same Department of Public Works and Highways (DPWH) projects.

Countless Filipinos were left disappointed by the recent revelations of several ‘ghost’ and substandard flood control projects in the different areas across the nation. The said flood control projects were funded by the government and President Bongbong Marcos recently revealed that the government spending on the flood control projects has already reached P545-billion.

Marcos Jr. tagged it as an “enormous” amount. He personally visited several areas across the nation to inspect the flood control projects. However, like in Bulacan, Pres. Bongbong Marcos was left greatly disappointed by the over P55-million ‘ghost’ Riverwall project. The receipts showed that the said project was already paid in full but there was nothing when the Chief Executive arrived there.

Marcos Jr. was also left angry by another flood control project in the same province. After hiring divers to check on the structure, it was found that the project used “substandard” materials. The President called out the St. Timothy Construction which was one of the contractors he flagged in his previous press conference. According to him, the following contractors got 20% of the total P545-billion worth flood control projects funded by the government from July 2022 to May 2025:

  • St. Timothy Construction Corporation
  • QM Builders
  • EGB Construction Corporation
  • Topnotch Catalyst Builders Inc.
  • Centerways Construction and Development Inc.

  • Hi-Tone Construction & Development Corp.
  • Triple 8 Construction & Supply, Inc.
  • Royal Crown Monarch Construction & Supplies Corp.
  • Wawao Builders
  • MG Samidan Construction
  • L.R. Tiqui Builders, Inc.
  • Road Edge Trading & Development Services

The Senate launched an investigation on the contractors cited by Marcos Jr. amid the issue of flood control projects in the country. Among the contractors, Sarah Discaya, owner of the Alpha and Omega Gen. Contractor & Development Corp., gained attention.

Sarah Discaya was bashed by the netizens online and earned massive accusations as her previous interview showcasing her lavish lifestyle resurfaced amid the flood control issue. During the Senate investigation led by the Blue Ribbon Committee, she admitted to being the owner and allegedly a part-owner of the following construction companies:

  1. Alpha and Omega Gen. Contractor & Development Corp.
  2. St. Gerrard Construction and Development Corp.
  3. St. Timothy Construction Corp.
  4. St. Matthew General Contractor and Development Corp.
  5. Elite General Contractor and Development Corp.
  6. Amethyst Horizon Builders and General Contractor, and Development Corp.
  7. YPR General Contractor and Construction Supply Inc.
  8. Great Pacific Builders and General Contractor Inc., and
  9. Way Maker One Person Corp.

Based on a report on GMA News, during the Senate flood probe, Sarah Discaya was asked by Senate President Pro Tempore Jinggoy Estrada if there were instances when her 9 companies participate in the same bidding for a DPWH project. The controversial contractor initially denied it.

However, Estrada pressed on the question to which Sarah Discaya, later on, admitted that there were instances when her nine (9) construction companies bid against each other for DPWH projects. Based on the report, the Senator then claimed that it is allegedly “not a legitimate bidding” if that is the case. Sen. Erwin Tulfo intervened calling it “bidding-biddingan”.

“So that is not a legitimate bidding. Dahil yung siyam na ‘yun na naglalaban-laban sa isang kontrata, iisa lang may ari. So kahit sino dun, kahit sinong manalo dun sa bidding na yun, ikaw ang panalo. Dahil sa’yo lahat yun eh,” Estrada said.

Amid the issue and the criticisms against her, Sarah Discaya claimed that her viral DPWH video was allegedly spliced to mislead the public.
