PCAB Revokes Contractor’s Licenses of 9 Construction Firms Owned, Controlled by Sarah Discaya Following Admission
SARAH DISCAYA – Amid the flood control issue, nine (9) construction companies she owned and controlled lose their contractor’s licenses.
One of the most pressing issues in the Philippines now is with regards to the ‘ghost’ and substandard flood control projects in several areas across the nation. In Bulacan, Pres. Bongbong Marcos was left disappointed by an incomplete and substandard flood control project in Bulacan.

The President flagged the St. Timothy Construction which is the contractor of the said incomplete flood control project. In Bulacan, Pres. Bongbong Marcos was also left angry by a P55-million ‘ghost’ Riverwall project. Unfortunately, based on the receipts, the said project is fully-paid and was marked incomplete.

The St. Timothy Construction is one of the contractors flagged by Pres. Bongbong Marcos. According to the Chief Executive, 20% of the total P545-billion spent by the country on flood control projects were awarded to the following contractors:
- Legacy Construction Corporation
- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.
- Sunwest, Inc.
- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services
Among the contractors behind the firms cited by Marcos Jr., undeniably, Sarah Discaya caught the spotlight. Her previous interviews with Korina Sanchez and Julius Babao wherein she flaunted their lavish lifestyle and their luxury cars resurfaced on social media.

During the Senate hearing, Sarah Discaya admitted that she owns nine (9) construction companies. According to her, she is part-owners of some of these companies. Here are the construction firms tied to the controversial contractor:
- Alpha and Omega Gen. Contractor & Development Corp.
- St. Gerrard Construction and Development Corp.
- St. Timothy Construction Corp.
- St. Matthew General Contractor and Development Corp.
- Elite General Contractor and Development Corp.
- Amethyst Horizon Builders and General Contractor, and Development Corp.
- YPR General Contractor and Construction Supply Inc.
- Great Pacific Builders and General Contractor Inc., and
- Way Maker One Person Corp.
At the Senate flood probe, Sarah Discaya admitted that her nine (9) construction companies had bid for the same projects of the DPWH (Department of Public Works and Highways). Amid the issue, she and her husband, Curlee Discaya, have earned countless criticisms.

Based on a report on Inquirer, following the admissions of Sarah Discaya during the Senate hearing, the Philippine Contractors Accreditation Board (PCAB) revoked the contractor’s licenses of the 9 construction companies owned and controlled by the controversial contractor. The contractors’ accreditation body released Resolution No. 075, series of 2025.
According to the PCAB Resolution, the admission of Sarah Discaya “establishes a scheme of joint or multiple bidding participation designed to influence the outcome of public bidding, manipulate results and corner public projects thereby undermining transparency, fairness, and competition in violation of procurement laws and licensing requirements”.
Furthermore, based on the report, the PCAB also stated in its order that “the continued accreditation of these corporations is inimical to public interest, industry integrity, and government procurement transparency”.
Amid the issue, 12 luxury cars of the Discayas were taken custody by the Bureau of Customs.
