Amid the Flood Control Mess, PCIJ Cites Campaign Finance Records of Marcos Jr. in 2022
PCIJ – The Philippine Center for Investigative Journalism said Pres. Bongbong Marcos allegedly got P21 million campaign donation from contractors.
Both the Senate and the House of Representatives had a change in leaderships amid the flood control issue in the Philippines. The upper chamber was the first to change its leadership after some senators were accused of allegedly receiving kickback from the flood control projects.

In the case of former Senate Pres. Chiz Escudero, he admitted that he received a P30 million campaign donation from one of the contractors flagged by Pres Bongbong Marcos. The Chief Executive tagged the contractors that got around 18% of the country’s total spending on government flood control deals.

According to Marcos Jr., the Philippines has already spent P545-billion for the flood control projects since July 2022 to May 2025. The President cited the following contractors to have allegedly got around P100 billion from the country’s total spending:
- Legacy Construction Corporation
- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.
- Sunwest, Inc.
- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services
Amid the flood control issue, the contractor linked to former Senate Pres. Chiz Escudero claimed that it was his own money that he donated to Escudero for his campaign. The former Senate President was ousted and he is now part of the Senate Minority bloc.

The House of Representatives also had a change in leadership after former House Speaker and Leyte Representative Martin Romualdez was accused by controversial contractors Curlee and Sarah Discaya of allegedly receiving kickbacks from the flood control projects. Romualdez stepped down from the House speakership and was replaced by Isabela Rep. Faustino “Bojie” Dy.
However, amid the flood control mess in the Philippines, Philippine Center for Investigative Journalism or PCIJ cited that Pres. Bongbong Marcos himself received campaign donations from contractors during the 2022 Elections. Based on a report on PhilStar, the investigation body cited the following supposed campaign donations that Marcos Jr. allegedly received:
- P20 million from tycoon Rodulfo Hilot Jr., owner of Zamboanga del Sur-based Rudhil Construction & Enterprises Inc.
- P1 million from Jonathan Quirante, owner of Cebu-based Quirante Construction Corp.

Amid the flood control corruption issue in the Philippines, Pres. Bongbong Marcos ordered the creation of an independent body that will investigate the infra projects of the government. According to Marcos Jr., then-House Speaker Martin Romualdez and his allies will not be spared from the investigation of the ICI or the Independent Commission for Infrastructure.
