Sen. Jinggoy Estrada Reacts To Accusations against him over Flood Control Issue

JINGGOY ESTRADA – The Senate President Pro Tempore junked the allegation that he received kickback from the flood control projects funded by the government.

The alleged anomalous flood control projects funded by the government has disappointed countless Filipinos and most especially President Bongbong Marcos. During his 4th State of the Nation Address (SONA), the Chief Executive admitted that the failure of the flood control structures in several areas around the country caused the flooding.

A few weeks after his 4th SONA, Marcos Jr. revealed that the Philippine government has spent P545-billion already for the flood control projects in the country since the start of his term until May 2025. He also flagged several contractors for getting a huge portion of it.

According to the President, there are 15 contractors which got around P100 billion from the total government spending on flood control deals from July 2022 to May 2025. Here are the contractors cited by the Chief Executive who were invited in the Senate hearing:

  6. Topnotch Catalyst Builders Inc.

  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

However, during the first Senate flood probe, several contractors skipped the hearing. Prior to the second investigation on the issue, Senate President Pro Tempore Jinggoy Estrada issued a warning that he will move for the arrest of the contractors who will skip the next Senate flood probe.

The House of Representatives also launched its own hearing on the flood control mess in the Philippines now. During its recent hearing, one of the resource persons invited was former DPWH Bulacan 1st district assistant engineer Brice Hernandez who was also initially invited by the Senate.

During the House flood probe, Hernandez claimed that there are senators who allegedly receive kickback from the flood control projects funded by the government. The former DPWH official linked Senate President Pro Tempore Jinggoy Estrada and Sen. Joel Villanueva to the flood control scam.

Recently, Senate President Pro Tempore spoke on the allegation that he received kickback from the government-funded flood control projects. Based on a report on GMA News, the Senator denied the accusation of the former DPWH official.

“Mamatay man ako, mamatay man pamilya ko, wala akong natatanggap,” Estrada said.

Based on the report, Senate President Pro Tempore Jinggoy Estrada who is now part of the Senate minority bloc plans to file charges against former DPWH Bulacan 1st district assistant engineer Brice Hernandez over the accusation. Hernandez was cited for contempt by the Senate and his custody was recently transferred to the Pasay City Jail.

Aside from denying the allegation, Sen. Jinggoy Estrada also challenges the former DPWH Engineer to a lie detector test.
