JUST IN: DPWH Officials’ “Courtesy Resignation” To Be Ordered by Vince Dizon

New DPWH Chief Vince Dizon Speaks on Plan to Start in ‘Clean Slate’ in Agency

DPWH Secretary Vince Dizon confirmed that he will order for the “courtesy resignation” of all officials of the Department of Public Works and Highways nationwide.

One of the biggest controversies in the Philippines now is about the many ‘ghost’ and substandard flood control projects funded by the government in the different areas in the country. The Public Workers department earned massive criticisms amid the issue.

The DPWH was previously led by Manuel Bonoan when the investigation on the alleged anomalous flood control projects started. Pres. Bongbong Marcos revealed that the Philippines has spent P545-billion in flood control projects from July 2022 to May 2025 and he tagged it as an “enormous” amount.

Despite the issue, Malacañang stressed that Marcos Jr.’s trust and confidence in Bonoan remains. The rise of the issue brought the name of 15 contractors which got 20% of the government flood control deals in the surface. They are the following:

  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

The Senate is investigating the aforementioned contractors of government flood control deals. The probe is led by the Blue Ribbon Committed chaired by Senator Rodante Marcoleta. Previously, amid the issue, Pres. Bongbong Marcos issued for a “lifestyle check” among all the government officials. The said order will first be implemented among the officials of the DPWH.

Amid the issue, Bonoan suddenly resigned. His resignation was accepted by the President and former Department of Transportation (DOTr) Secretary Vince Dizon replaced him as the DPWH chief. Based on a recent report on ABS-CBN News, the new Public Works Chief confirmed that he will order the “courtesy resignation” of all officials of the agency nationwide.

According to Dizon, the order will include the “courtesy resignations” of undersecretaries, assistant secretaries, division heads, and district engineers of the agency across the country. Based on the report, he stressed that he needs to do it after Marcos Jr. saw what is happening in the agency.

“Kailangan siyang gawin kasi nakita ng Pangulo, nakita nating lahat ang nangyari sa ahensyang ito,” Dizon said.

Furthermore, based on the report, the new DPWH Chief also confirmed that he will impose a “lifetime blacklisting” on the contractors of ‘ghost’ and substandard flood control structures. The President is set to have an independent commission that will investigate the flood control deals funded by the government.

“Wala na itong prose-proseso, walang imbestigasyon, automatic, blacklisted for life ang contractor na yan. May kaakibat na kasong yan. Lahat ng ating makukuha ay ipapasa natin sa independent commission na itinayo ng ating Pangulo,” the new DPWH Chief said.

On his order for a ‘lifestyle check’ among all government officials, Malacañang said that Pres. Bongbong Marcos is ready a ‘lifestyle check’ and the showing of his SALN if it is necessary.
