Pres. Bongbong Marcos Gives Message for New Officers of League of Provinces (LPP)

BONGBONG MARCOS – The President urged the local government unit (LGU) executives to the disclose the anomalies they see in government projects.

One of the heated issues in the Philippines now is the anomalous flood control projects funded by the government in the different regions across the nation. Marcos Jr. was left disappointed and angry with the discovery of several ‘ghost’ and substandard flood control projects in the different areas in the country.

Currently, there is an ongoing investigation in the Senate over the said anomalous flood control projects. Senate Pres. Chiz Escudero even approved the issuance of subpoenas to the contractors flagged by Marcos Jr. to mandate their attendance to the investigation after they ditched the first Senate flood probe.

In a previous press conference, Pres. Bongbong Marcos revealed that the country has already spent over P500-billion in flood control projects from July 2022 to May 2025. According to him, 20% of the said total spending on government flood control deals were paid to the following 15 contractors:

  1. Legacy Construction Corporation
  2. Alpha & Omega Gen. Contractor & Development Corp.
  3. St. Timothy Construction Corporation
  4. QM Builders
  5. EGB Construction Corporation
  6. Topnotch Catalyst Builders Inc.
  7. Centerways Construction and Development Inc.
  8. Sunwest, Inc.
  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

Marcos Jr. also exposed that the Legacy Construction Corporation, the Alpha & Omega Gen. Contractor & Development Corp., the Road Edge Trading & Development Services, the St. Timothy Construction Corporation, and the EGB Construction Corporation have flood control deals in almost all regions across the nation.

The Senate investigation is led by the Senate Blue Ribbon Committee which is chaired by Senator Rodante Marcoleta. The upper chamber previously issued subpoenas to the following:

  • Mr. Luisito R. Tiqui, President of L.R. Tiqui Builders, Inc.
  • Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
  • Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
  • Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
  • Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
  • Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
  • Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
  • Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
  • Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
  • Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders

Amid the ongoing flood control projects issue in the Philippines, Pres. Bongbong Marcos recently graced the oath taking of new officers of League of Provinces of the Philippines (LPP) at Malacañang with his presence. Based on a report on GMA News, he urged the LGU executives to disclose the anomalies that they found in the government projects.

”Kaya’t hinihikayat ko kayo, paglingkuran natin nang buong katapatan ang sambayanan. Tiyakin natin na nasa wasto ang mga proyekto na ipinapatupad ng pambansang pamahalaan at ng lalawigan,” the President said.

Based on the report, Pres. Bongbong Marcos stressed that the government funds are public funds and not for one’s interest. The President emphasized that there are still pressing issues that have to be addressed and the country needs leaders who will put an end to the malpractices in governance.

”Isiwalat natin kung may makikitang taliwas dahil ang pera ng sambayanan ay pera ng bayan at hindi pansariling interes… Nagsisimula pa lang ang laban at mahaba pa ang ating tatahakin. Umaasa ako na kasama namin kayo sa bawat hakbang, sa pagsusuri sa mga proyekto, sa pagsasaliwanag sa mga kadiliman,” Marcos Jr. to new officials of LPP.

While in The Hague, Netherlands, Vice Pres. Sara Duterte claimed that the probe is allegedly “too late” as the flood control corruption existed even before the term of her father, former Pres. Rodrigo Duterte.
