Sen. Ping Lacson Speaks on Ramon Ang’s Offer To Help Address Flooding Problem in Metro Manila

PING LACSON – The Senator claimed he will propose cuts on the budget for the Department of Public Works and Highways (DPWH) and the Metro Manila Development Authority (MMDA) if the offer of business giant Ramon Ang will be approved.

Flooding is one of the constant problems in several areas in the Philippines most especially the highly-urbanized Metro Manila. Usually, when storms hit the country which happen several times in a year, many Filipino families are greatly affected by the flooding and a business giant recently stepped in to help the people.

San Miguel Corporation (SMC) president and CEO Ramon Ang recently offers to help solve the flooding problems in Metro Manila. According to him, his offer comes with “no cost to the government” and it gained praises from many Filipinos most especially the Manileños.

Ramon Ang had a meeting with Manila Mayor Isko Moreno, Valenzuela Mayor Wes Gatchalian, Muntinlupa Mayor Ruffy Biazon, Las Piñas Mayor Imelda Aguilar, and Las Piñas Rep. Mark Santos over his offer to help address the flooding problems in Metro Manila. According to the business giant, cleaning will be done but they cannot proceed without the authorization of the government.

Ang proposed the removal of waste clogging waterways and structures like the houses built along the rivers. He stressed that they block the flow of the water to the drains and creeks. He also stressed that residents whose houses will be removed should be provided with relocation sites.

“Let’s provide them with housing so they won’t feel they are being evicted without due consideration,” the San Miguel Corporation CEO said.

Following the offer of business tycoon Ramon Ang, Sen. Ping Lacson admitted his possible move in case the government grants Ang the authority to help address the flooding problems in Metro Manila and he did what he pledged. Based on a post on Inquirer, the Senator said he will propose budget cuts for the DPWH and MMDA if the government allows the San Miguel CEO to help.

“Assuming RSA [Ramon See Ang] is given the authority and actually performs what he offered to do before our plenary debates on the 2026 budget bill, I will move to reduce the DPWH and MMDA appropriations for the flood management program in the NCR during the period of individual amendments,” Lacson said based on the post.

Recently, Pres. Bongbong Marcos revealed the expenses of the Philippine government for the flood control projects from July 2022 to May 2025.
