Undeniably, the appointment of Torre who was a significant role player in the arrest of Kingdom of Jesus Christ (KOJC) leader and founder Pastor Apollo Quiboloy and former Pres. The younger Duterte claimed that Torre’s appointment in the PNP was allegedly not based on merits. The Palace did not disclose the reason why the PNP Chief was ordered relieved from his position.
