Statement of Comelec amid Flood Control Project Contractor Donations Issue
COMELEC – The Commission on Elections confirmed that three (3) senators are being investigated over flood control project contractor donations during the 2022 Elections.
President Bongbong Marcos is visibly disappointed over several failed flood control projects in the Philippines. Previously, in a press conference, Marcos Jr. revealed that the Philippines has already spent P545-billion for the flood control deals from July 2022 to May 2025.

Furthermore, Marcos Jr. also exposed that 20% of the P545-billion flood control projects of the government went to the same 15 contractors. He also stressed that five (5) of the said contractors have projects in almost all regions in the country.

The President cited the Legacy Construction Corporation, the Alpha & Omega Gen. Contractor & Development Corp., the St. Timothy Construction Corporation, the EGB Construction Corporation, and the Road Edge Trading & Development Services as the five (5) flood control project contractors that secured government deals in almost all regions in the country. Pres. Bongbong Marcos previously assured that the administration is looking into the contractors with flood control projects in almost all regions in the country. Previously, following the press con of the President, Senate Pres. Chiz Escudero admitted to receiving P30 million as a campaign donation from one of the contractors cited by Marcos Jr. According to him, the owner of the Centerways Construction and Development Inc. is from Sorsogon and is a long-time friend of his.

Following the claim of Escudero, the Commission on Elections or Comelec confirmed that campaign donations from contractors involved in government deals are prohibited against the law. According to the Commission’s chairperson, George Garcia, it may lead to the termination of the business permit of the contractor.

Recently, Comelec confirmed that three (3) senators are being investigated over alleged donations from flood control project contractors during the 2022 Elections. Based on a report on PhilStar, aside from the three (3) unnamed senators, a local bet in Bulacan is also being probed over the same issue.
According to Comelec chairperson George Garcia, the result of the investigation on the three (3) senators and one local bet in Bulacan will be released in two to three (3) weeks. Based on the report, he stressed that the probe should not only focus on Senate Pres. Chiz Escudero.
“We should not only focus on the personality who came out last week, but also on other personalities,” Garcia said.
Amid his admission, Senate Pres. Chiz Escudero previously tagged his publicized link to a flood control project contractor as allegedly part of a “demolition job” against him.
