Senate Pres. Chiz Escudero Confirms Link to Flood Control Project Contractor Mentioned by Marcos Jr.
CHIZ ESCUDERO – The Senate President claimed that the reports linking him to a flood control project contractor is allegedly part of a “demolition job”.
Pres. Bongbong Marcos mentioned during his 4th State of the Nation Address (SONA) about the failed flood control projects in the Philippines. Several areas in the country recently experience flooding every now and then most especially when heavy rains pour for several days continuously.

Recently, Pres. Bongbong Marcos announced that the government has already spent P545 billion for the flood control projects in the country from July 2022 to May 2025. The Chief Executive called the amount an “enormous number” by any measure.

Marcos Jr. claimed that 1,058 flood control projects were done in the National Capital Region (NCR), 1,617 projects in Region III, and 866 projects in Region V. The top three (3) biggest number of flood control projects were worth P52.57 billion, P98.01 billion, and P49.61 billion, respectively.
However, the President was surprised upon knowing that 20% of the flood control projects went to 15 contractors. They are the following:
- Legacy Construction Corporation
- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.
- Sunwest, Inc.
- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services
Soon enough, the name of the Senate President was dragged into the issue as he’s linked to one of the contractors, the Centerways Construction and Development Inc. Amid the issues and rumors, Senate Pres. Chiz Escudero confirmed that he got a P30-million campaign donation from the flood control project contractor. However, he denied helping the said firm by any means win government deals.
Based on a report on Inquirer, despite the issues about the flood control projects in the country, Pres. Bongbong Marcos still trusts Department of Public Works and Highways (DPWH) chief Manuel Bonoan. Amid the issues and criticisms, Senate Pres. Chiz Escudero claimed that his publicized link to a flood control project contractor is allegedly part of a “demolition job” against him.

Escudero claims that the demolition job is allegedly in line with the pursuit of his ouster so he will no longer be in the post when an impeachment complaint will be filed. The Senate Chief did not name names but February 6, 2026 is the date that the Supreme Court said another impeachment complaint may be filed against Vice Pres. Sara Duterte.
“Tila nagkakatotoo na ‘yung mga sinabi ko nitong nagdaang Linggo na merong demolition PR job na nakatuon laban sa akin at tulad ng babala ng isang kapwa ko senador na ito’y gagawin upang tiyakin na maalis ako sa pwesto at nang pag pinayl muli daw ‘yung impeachment ay wala na ako dito pagdating ng February 6, matagal pa ‘yun,” he said.
Senate Pres. Chiz Escudero stressed that Pres. Bongbong Marcos clarified that he has no allegations over disclosing the flood control project contractors that got 20% of the P545-billion government deals. He also claimed that the contractor linked to him which he acknowledged as his friend got less than 1% of the total spending of the country on the flood control projects.
“Ang lumabas na artikulo, kinikilala ko, kaibigan ko, kababayan ko, taga Sorsogon. Contractor siya pero ang nakuha niya ay 5.4 Billion ‘di umano, wala pang isang porsyento ng kabuuang sinabi ng Pangulo sa flood control,” Escudero said.
Senate Pres. Chiz Escudero asked why the “1%” is getting attention and not the 99%. He stressed that he is not a contractor and he has never engaged in a construction business. Previously, the Senate Chief reacted to the President’s claim that he will not approve budget proposals that are not in line with the government’s plan. Escudero claimed that Marcos’ Cabinet secretaries themselves allegedly ask for additional budget.
