Office of Pres. Bongbong Marcos Poised To Get Biggest Confidential, Intel Funds

BONGBONG MARCOS – The Office of the President gets the lion’s share in the proposed Confidential and Intelligence Funds for 2026.

The “Confidential Funds” continuously sparks countless headlines for a few years now following the allegations of misused confidential funds by the Office of the Vice President and the Department of Education (DepEd) under the lead of Vice Pres. Sara Duterte. For around two (2) years now, the public keeps an eye on who gets huge confidential and intelligence funds from the national budget.

The Congress is set to perform its “power of the purse” once again after the Department of Budget and Management (DBM) submitted the P6.793 trillion National Expenditure Program (NEP) for the Fiscal Year 2026 to the House of Representatives.

Following the DBM submitting the NEP to the House, Pres. Bongbong Marcos claimed that the country is poised to be a leader among nations and he also called on the Congress to “swiftly enact” the 2026 proposed budget.

”I urge the honorable members of Congress to swiftly enact this budget. Let us work together to realize the full potential of our nation, nurture future-ready generations and fulfill our dream of a Bagong Pilipinas,” the President said.

Pres. Bongbong Marcos claimed that the country is on the track with its prosperity agenda. He also believes that the nation can be lead among the other nations most especially in the Asia Pacific region. Here are the proposed budget for the different key departments under the government for 2026:

  • Department of Education (DepEd) — P928.5 billion
  • Department of Public Works and Highways (DPWH) — P881.3 billion
  • Department of Health (DOH) — P320.5 billion
  • Department of National Defense (DND) — P299.3 billion
  • Department of Interior and Local Government (DILG) — P287.5 billion
  • Department of Agriculture (DA) — P239.2 billion
  • Department of Social Welfare and Development (DSWD) — P227.0 billion
  • Department of Transportation (DOTr) — P197.3 billion
  • Judiciary Department — P67.9 billion
  • Department of Labor and Employment (DOLE) — P55.2 billion

The Department of Budget and Management also revealed the Confidential and Intelligence Funds for 2026. Based on a report on Inquirer, the office of Pres. Bongbong Marcos gets the Lion’s share or the biggest confidential and intel funds based on the National Expenditure Program.

DBM said the total CIF is slashed by 11% from the P12.12 billion CIF last year down to P10.77 billion for 2026. A total of P6.39-billion is set for intelligence expenses while P4.36 billion for confidential funds. Based on the report, the office of Pres. Bongbong Marcos is proposed to be given P4.5 billion CIF for 2026.

The CIF for Marcos Jr.’s office is higher than the CIF for the National Intelligence Coordinating Agency which is at P1.141 billion. The Department of National Defense is proposed to be given P1.848 billion in CIF and P2.292 billion CIF for the other executive offices including the Philippine National Police, the Anti-Money Laundering Council, and the National Security Council.

Previously, ahead of the budget talks, Malacañang called on the Congress not to abuse the “power of the purse”. Palace press officer undersecretary Claire Castro also claimed that Marcos Jr. wants the budget talks open to the public.
