BONGBONG MARCOS – The President is dismayed over St. Timothy Construction’s incomplete and substandard flood control project in Bulacan.

The Philippines is one of the countries that is usually hit by several tropical storms in a year. Undeniably, flooding remains a constant problem in many areas around the country. There are even places wherein flooding can occur even without a storm by just days of heavy downpour.

During his 4th State of the Nation Address, Pres. Marcos lamented that the flood control projects in several areas have failed to serve their purpose. Senator Alan Peter Cayetano was surprised to hear a president saying that a project has caused the flooding. According to him, it is his first time to be witnessing it as most presidents boasts about flooding projects during their SONA.

Around a couple of weeks after the SONA 2025, Pres. Bongbong Marcos revealed that the Philippines has spent P545 billion on flood control projects from July 2022 to May 2025. The Chief Executive admitted that it is an “enormous” amount.

In a press conference, Pres. Bongbong Marcos also revealed that 20% of the P545-billion flood control projects of the government was awarded to the same 15 contractors. While the Chief Executive did not show allegations, he was undeniably surprised. Here are the 15 contractors:

  5. EGB Construction Corporation
  6. Topnotch Catalyst Builders Inc.

  8. Sunwest, Inc.
  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

Marcos Jr. also revealed that the Legacy Construction Corporation, the EGB Construction Corporation, the St. Timothy Construction Corporation, the Alpha & Omega Gen. Contractor & Development Corp., and the Road Edge Trading & Development Services got government flood control deals in almost all regions in the country.

Currently, the St. Timothy Construction is on hot waters amid the disappointment of Pres. Bongbong Marcos over the project they did in Bulacan. Based on a report on ABS-CBN News, the Chief Executive found the flood control project to be incomplete and made with substandard materials.

“Kailangan pasagutin natin kung bakit ganito ang ginawa nila. Mas mabuti pa dapat pumunta sila dito nang makita nila gaano kahirap ang buhay na binigay nila sa mga kababayan natin. Hindi puwedeng ganito, pambihira,” the President said.

Pres. Bongbong Marcos revealed they got divers to really check on the flood control project and it was found that the cement is thin and unevenly applied on the flood control structure. Based on the report, he also exposed that the contract which was funded in 2022 and was marked complete in February 2024 included a desilting facility but it was not built.

“Talagang hindi maganda ang trabaho kaya talagang bibigay at bumigay na nga kaya kailangan nila sagutin kung bakit ganito,” the Chief Executive said.

The St. Timothy Construction ranked 3rd in the list of contractors that were awarded with the most flood control deals of the government. One of the other contractors is linked to Senate Pres. Chiz Escudero who admitted he got a P30-million campaign donation from its owner but tagged the issue as a “demolition job”.
