OSG Files Quo Warranto Petition against Mayor Alice Guo amid Suspension

ALICE GUO – The Office of the Solicitor General (OSG) filed a quo warranto petition questioning her eligibility to be Bamban, Tarlac Mayor.

Currently, there is a pending arrest order issued by the Senate against Mayor Guo. She has yet to surface since the arrest order was released and there was negative presence in all her registered addresses. She is linked to allegations of involvement to illegal Philippine Offshore Gaming operators in her town.

The Office of the Sergeant-at-Arms of the Senate was given 24 hours to serve the arrest order against the suspended Mayor of Bamban, Tarlac. The authorities visited all her registered addresses as well as her farm and garments factories but they were not able to locate the Mayor.

Aside from accusations about her alleged involvement to the illegal Philippine Offshore Gaming operators in her town, there are also questions on the nationality of Mayor Alice Guo. The National Bureau of Investigation (NBI) previously confirmed that the Mayor’s fingerprints matched with the fingerprints of Chinese national Guo Hua Ping.

Previously in June, the Office of the Ombudsman ruled to place Mayor Guo and two (2) other officials of Bamban, Tarlac under a preventive suspension for the up to 6 months. Amid her suspension, the Office of the Solicitor General filed a quo warranto petition against the suspended Mayor.

Based on a report on ABS-CBN News, the quo warranto petition filed by the OSG against Mayor Alice Guo questions her eligibility to serve as the mayor of Bamban, Tarlac. Her nationality is being questioned and, under the 1987 Philippine Constitution, a Filipino citizenship is required to hold a public office.

According to Solicitor General Menardo Guevarra, Guo is unlawfully holding her position as the Bamban, Tarlac Mayor. Based on the report, in a letter, he stressed that Guo is not a Filipino citizen.

“She is a Chinese national thus, she is ineligible to run for any elective public office,” Guevarra said.

The chief of the Office of the Solicitor General also stressed that Mayor Alice Guo has committed acts of dishonesty which can be the ground for her ousting from office under the Local Government code. Previously, Mayor Alice Guo released a statement with a question for the senators.
