Mayor Guo Urges Biological Mother to Step Forward

MAYOR ALICE GUO – Bamban, Tarlac Mayor Alice Leal Guo appealed for her biological mother to come out.

To finally resolve questions about her nationality, the camp of Bamban, Tarlac Mayor Alice Guo is urging her biological mother to come forward.

“If you are the mother… if you really love your daughter, come out. Your daughter is going through this. You’re the only one who can say that she is your daughter,” Guo’s lawyer, Stephen David, stated in Filipino during an interview on “Storycon” on One News yesterday.

In a previous interview with ABS-CBN News, Mayor Guo claimed she was born out of wedlock. She said her biological mother was a kasambahay (helper) for her Chinese father and that her mother left her after she was born.

This claim contradicts the information on her birth certificate, which was registered late with the Philippine Statistics Authority (PSA). The certificate lists her parents as Angelito Guo and Amelia Leal, who were supposedly married and had two other children.

A PSA official previously informed senators that there are no existing records for Leal with the agency. When asked about potential document falsification, David stated that the Bamban mayor cannot be held criminally liable since she did not register her birth with the PSA.

“What she knows is that she is the daughter of her father’s helper. But the birth certificate in question, who submitted that?… She did not submit it, she has no participation in that regard, so how can she have any criminal liability?” the lawyer added.

Mayor Alice Guo’s father, a Chinese national as confirmed by the mayor, reportedly registered her birth when she was 17 years old. He is expected to be invited to the next Senate hearing.

In the interview, Guo’s lawyer, Stephen David, expressed support for the Senate’s plan to summon others involved in the case and to conduct an executive session at the next hearing.

David mentioned that they have not received any formal communication about potential cases against the mayor. He also confirmed their plans to file charges against those making defamatory claims, such as people asserting they are Guo’s father or siblings.

“When you malign the reputation of someone, even if she is being accused of something, that is not fair because she is not yet charged before a court,” David stated.

He also confirmed that Guo plans to run for reelection in 2025, emphasizing that her constituents should have a say in the matter concerning their mayor.
