This idiom is used to describe someone who is extremely agitated. It has nothing to do with taking any kind of medication; instead, it has to do with relaxing.
The phrase was first used in the 1800s to describe a drug intended to treat the chills brought on by a high fever. It contains black pepper oil, cinchona extract, and quinine. After 1979, the phrase “chill out” gained popularity. These days, it’s used to tell someone to calm down.
