To recall, President Ferdinand “Bongbong” Marcos Jr. signed into law the Subscriber Identity Module (SIM) Registration Act last October 10. The law was signed in response to crack down on phishing attempts and other scams sent through SMS of unidentified SIMs.

As the Philippine government prepares to roll out the law, Interior Secretary Benjamin “Benhur” Abalos Jr. said in a statement on Monday that LGUs, especially those in remote areas, are responsible for letting its constituents know about the need to register their SIMs and where they can avail of registration services.

He also urged LGUs to exert all efforts in order to promote responsible use of SIMs, to educate their stakeholders on the benefits of mandatory SIM registration, and to guide them through the whole registration process.

Together with the LGUs, DILG will cooperate with DICT (Department of Information and Communications Technology) and the NTC (National Telecommunications Commission) to fast-track the establishment of registration facilities in geographically-isolated areas, which should be done within 60 days after December 27,” Abalos said.

The Interior Secretary also explained that people would need the help of local government units to register their SIMs, hence the need for registration centers in public areas such as city halls.

According to him, it’s important that the SIM Registration Act is implemented properly because it would ensure accountability from telecommunications companies and SIM users as government agencies like the Philippine National Police (PNP) can address the SMS scams.

Abalos also pleaded with parents to register the SIMs used by their minor children in order to safeguard the youth from scammers.
