Vice President Leni Robredo was pushing for bills on motorcycle taxis and the Philippine Road Safety Institute.
LENI ROBREDO — On Tuesday, the incumbent Vice President agreed with the riders’ group in pushing for the Motorcycle Taxi Law and the Philippine Road Safety Institute bill if she wins in the 2022 elections.
The Vice President held a consultative dialogue with Kapatiran sa Dalawang Gulong (KAGULONG) – Riders for Leni through Zoom to discuss the issues and agenda of the sector.
In particular, the Vice President wanted to pass the Motorcycle Taxi Law that will legitimize and regulate motorcycle ride-hailing services in the Philippines.
“Kasi lalong hindi siya naisasabatas, lalong hindi protektado hindi lang ‘yung motorcycle riders, pero pati ‘yung pasahero. Pati pasahero, hindi siya protektado kasi walang nagre-regulate sa kanya,” Robredo told the participants.
The Motorcycle Taxi Law will amend Republic Act 4136 (Land Transportation and Traffic Code) to make motorcycle taxi services a viable solution.
According to the government’s motorcycle taxi technical working group (TWG), the pilot study on motorcycle taxis was on its “concluding stage“, thus, onboarding new recruits “may no longer be necessary at this point in time”.
Robredo also said that motorcycles were a means of public transportation in some provinces, even her own hometown of Naga City.
The Vice President was also supporting the Philippine Road Safety Institute bill, which was authored by Senator Leila de Lima. Part of the safety measures was the 30KPH speed limit in busy streets, which was an international standard.
“Ito ’yung the best kasi magpu-push tayo ng isang programa for road safety na again, hindi siya mag-uumpisa sa taas, pero isang programa in partnership with you, with the sectors na unang-una na makikinabang,” Robredo said.
Robredo will also revisit Republic Act 11235 or the “Doble Plaka” law, which aimed to curb riding-in-tandem crimes in the country.

Quoting transportation experts, the Vice President said that this law didn’t become effective because of the “additional requirement fees and unnecessary penalties”.
Robredo noted that the riders themselves should help solve the problem with the “Doble Plaka” and not officials who weren’t even riders themselves.
The Vice President aimed to get to the bottom of the RFID system that came under fire from motorists due to the problems encountered in its implementation.
Robredo and her running mate Senator Kiko Pangilinan, together with their senatorial aspirants, have been holding consultative meetings with different sectors in order to understand the issues they faced.
