Vice President Leni Robredo on Yellow Card: “Dapat pagkatapos ng second dose, mabigyan na siya”
On Sunday, Vice President Leni Robredo proposed that the “yellow card” should be issued after an individual gets fully vaccinated against COVID-19.
A “yellow card” was a WHO-recognized vaccine certification for international travelers.
The Bureau of Quarantine (BOQ) was currently issuing a “yellow card” that indicated an individual had been vaccinated, which can be presented to the country of destination that required it.
For now, Robredo said that applying for a “yellow card” — especially those who immediately needed it — was “doable”. However, she said that it would be difficult to implement another application for a “yellow card” once the demand for the document surged.
With this, the Vice President hoped that the Bureau of Quarantine and local government units (LGUs) may work together in order to create a single database, which could be efficient in providing the “yellow card”.

In her weekly radio program, Robredo said that the bureaucratic red tape was getting worse and urged to create a better system. She also proposed that a vaccinated person should get the “yellow card” after receiving the second dose of COVID-19 vaccine.
Increased demand for “yellow cards” in the Philippines happened in the wake of the Hong Kong government’s refusal to accept COVID-19 vaccine cards from the Philippines as those didn’t come from a single source.
According to Robredo, this was “bound to happen” since there’s no unified database in the Philippines, adding that Filipinos looking to work or stay in stricter countries such as Hong Kong were affected by those vaccine card issues.
