Health Secretary Francisco Duque III clarified on Friday that COVID-19 vaccines will only be “borrowed” for use and will not be “recalled”.
In a report on GMA News Online, Duque clarified that COVID-19 vaccines from health facilities in the provinces won’t be “recalled” but only “borrowed” for use in hospitals that recorded high number of COVID-19 patients.
Duque told Dobol B TV that they would only borrow those vaccines amidst the increase in COVID-19 infections in NCR (National Capital Region), Region 4A (Calabarzon), Region 3 (Central Luzon), Region 7 (Central Visayas), and CAR (Cordillera Administrative Region).

Duque also said that the vaccines would only be borrowed from hospitals with minimal reported uptake because only a few medical frontliners in those facilities got vaccinated.
In order to stress his point, Duque said that “borrowing” the vaccines was no different from health personnel being reassigned to hospitals that were facing emergency situations and in dire need of additional manpower.
“Nakatanggap ako ng report na may mga ospital na mababa ang uptake [ng vaccine], eh sayang naman at baka abutan ng expiration gaya ng AstraZeneca na tatlong buwan lang. Bakit hindi natin hiramin muna [ang vaccines] at dalhin dito sa may mga matitinding pangangailangan? Ginagawa naman talaga yan, matagal na naming ginagawa yan,” Duque said.
