This, as Alejandro Cabading – a certified public accountant who was one of the agency’s board of directors – said that the initial information and technology (IT) budget of PhilHealth for 2020 was pegged at PHP 2.1 billion, but the said proposal was rejected after reviewing the costs which showed that multiple items were either “overpriced” or were “redundant”.
An Adobe Master Collection software — which cost P168,000 per unit as approved by the Department of Information and Communications Technology — was listed as PHP 21 million per unit in a proposed budget that was submitted by the IT sector of PhilHealth.
According to Adobe’s website, the cost of Master Collection software for Business starts at PHP 4,466.00 per license per month.
